"One year after being sentenced to prison time for negligently endangering state inmates by exposing them to asbestos, and not long after the conviction and sentence was upheld by the 10th Circuit Court of Appeals, Elk City, Okla. city manager Guy Hylton has submitted his resignation, which will become effective February 16th.
